The Credit Union Amendment Act, 2025 Granted Royal Assent

CCUA welcomed The Credit Union Amendment Act, 2025 , receiving Royal Assent on May 14, 2026. CCUA provided input to the Government of Saskatchewan. CCUA used our Credit Union Modernization Working Group and GR Advisory Group to gather feedback, which helped shape our input to the Government of Saskatchewan. Credit unions also provided feedback and met with their local MLAs to highlight the need for modernizing the Act.    

The legislation contains many of the items reflected in the modernization of The Credit Union Act, 1998Consultation. Three of our top priorities were included in the amendments.   

  • Special resolutions:reduces the required approval threshold from three-fourths to two-thirds of eligible voting member delegates.   
  • Recordretention:updates the records retention framework to better recognize electronic records and provide additional flexibility. CCUA will provide input into the new regulations that will be required.  
  • Membership termination: provides detailed processes to clarify the membership termination process. The amendments allow the board of the credit union, in specific situations, to set the form of submissions for an appeal and to replace an appeal to members with an appeal to the courts. New regulations will be required for this new portion of the Act, and we will provide input on it.  
  • Workplace safety linkage: the amendments reference The Saskatchewan Employment Act (subsection 69(6)(a)), reinforcing credit unions’ obligations related to workplace safety alongside procedural fairness in termination decisions.  

Other amendments included are:  

  • Allowing the board to authorize an employee to release the credit union’s member list.  
  • Clarifying that members are entitled, on request, to one paper copy of the articles and bylaws; additional copies may be provided at a reasonable fee.  
  • Allowing the board to authorize an employee to approve memberships.  
  • Clarifying voluntary withdrawal: members may provide written or oral notice.  
  • Defining "professional adviser" to reduce ambiguity about director eligibility.  
  • Clarifying how deposits are paid out when a membership is terminated.  

CCUA will continue to engage with credit unions as the regulations for the new Act are developed. We appreciate the opportunity to work alongside FCAA and officials from the Ministry of Justice to advance these amendments and will continue collaborating on the regulations required for the Act.
