Green Party Platform Analysis

The Green Party released their platform its key promises include the creation of a guaranteed livable income, free university and the phasing out of fossil fuels. They would lower emissions 60 per cent by 2030 by raising the price of carbon $25 per tonne a year, rising to $250 a year by 2030.  

To support small businesses the Greens would: 

  • Extend wage and rent subsidies until COVID-19 pandemic-related restrictions are fully lifted.  
  • Hold the small business tax rate at no more than 9%.  
  • Reduce the paperwork burden on small businesses by eliminating duplicative tax filings and red tape.  
  • Ensure all new legislation considers the impact on small businesses.   
  • Establish a federally funded Green Venture Capital Fund of $1 billion to support viable small local green business start-ups. 

Details Relevant to Credit Unions 

The platform makes explicit mention of credit unions. They propose a 5 per cent surtax on the banks’ profits that specifically excludes credit unions and caisses populaires. Additionally, they propose to partner with credit unions among others to finance co-op housing.   

The Greens would expand the mandate of Canada Post to include banking and impose a financial transactions tax of 0.5 per cent in the finance sector. Additionally, increase the federal corporate tax rate from 15 to 21 per cent. 

They would create a Canada Co-op Housing Strategy and re-focus the core mandate of CMHC on supporting the development of affordable, non-market and cooperative housing, as opposed to its current priority of supporting Canadian lenders to de-risk investment in housing ownership. 

The Greens would appoint a Minister of Housing to meet the needs of affordable housing that are unique to each province and oversee its implementation in collaboration with provincial ministers.
