C.D. Howe Institute releases report highlighting the need to right-size financial regulation

Published Date: Sep 2, 2026

Last month, the C.D. Howe Institute released the third edition of its financial regulatory scorecard, Walking the Tightrope: Canada’s Financial Regulatory Scorecard, Year Three. The report takes a closer look at whether Canada’s regulatory approach is striking the right balance, finding that stability, resilience, and consumer protection continue to receive the greatest focus, while efficiency, competition, and innovation receive comparatively less attention.

The report also calls for greater use of formal, transparent cost-benefit analysis when developing new regulations. CCUA supports this recommendation, as a more balanced, evidence-based approach can help ensure regulatory requirements are proportionate to the risks they address.

Right-sizing regulation will help credit unions manage risk effectively while maintaining the capacity to innovate, compete, and focus on what matters most—serving their members and supporting their communities.
